Northrop Grumman has developed and implemented an award winning SNP software system for the State of Arkansas Department of Human Services (AR DHS) and has successfully transferred and implemented that system for the Oklahoma Department of Education.  Northrop Grumman was the sole contractor who designed, developed and integrated this system.  Our in-depth experience with developing the Arkansas SNP application and our expertise in implementing that system for Oklahoma enables Northrop Grumman to implement the SNP software system quickly and at a lower risk and cost than any other option available.  We will deliver a modern, functionally rich, and proven Child Nutrition application. A major benefit of our approach is that the Arkansas SNP software system source code is available through state to state software transfer at no cost to other states.

This web based solution has reduced the application and claim processing time in Arkansas and Oklahoma, allowing real time data management for compliance reviews and streamlined federal and state reporting.  This system has also reduced the work load on state staff by allowing providers to enter their application data and claims for reimbursement on-line versus through fax or mail. 

Our Northrop Grumman Child Nutrition team is fluent in Child Nutrition program objectives, requirements and terminology.  In addition, our relationship with other states allows us to facilitate collaborative development efforts which provide enhanced functionality at a reduced cost.  Northrop Grumman sponsors and maintains an internet discussion forum which state agencies can use to collaborate with each other and with our Child Nutrition Program subject matter experts.  This is an example of our continuing commitment to support states in their administration of the USDA’s Food and Nutrition Programs and our effort to foster communication and collaboration between states.

Northrop Grumman was honored to receive the “Best-Fit Integrator Award” in September 2011 from the Center for Digital Government for our work on the Arkansas Special Nutrition Programs Application. We have an in-depth understanding of the technology, policy, compliance, and administration issues facing state nutrition programs and have a proven track record of applying our expertise in the design and deployment of the nation’s most modern Child Nutrition application.

We have an unwavering commitment to delivering high quality, reliable performance in any product we roll-out. That commitment continues after roll-out, when Northrop Grumman will provide additional maintenance and enhancement services as needed to help our clients continually improve efficiency and effectiveness.

System Components:

On-Line Application and Renewal – The On-Line Application system is the center piece of the suite of web applications.  The majority of data collection occurs during the application period.  Application data is required to submit and validate a claim as well as to perform a compliance review. 

On-Line Claims – The On-Line Claims system allows service providers to submit claims for reimbursement on-line.  All claims are validated against application data. 

On-Line Compliance Reviews – The On-Line Compliance Review system allows field staff to conduct and record the results of compliance reviews on-line.  The compliance review forms import data from both the On-Line Application and On-Line Claim systems.
